Charleston Opioid Abatement Grant | City of Charleston

Message from Mayor Amy Shuler Goodwin

Like many cities across West Virginia and the nation, Charleston has faced rising challenges related to substance use, mental health, and homelessness. That is why I launched the City’s Coordinated Addiction Response Effort (CARE) to connect individuals and families with resources, expand outreach, and strengthen partnerships that address substance use disorder (SUD) and its impact on the community. Building on this commitment, the City of Charleston continues to focus on reducing the impacts of SUD — including the opioid crisis — through programs that promote prevention, treatment, and recovery.

The funding made available through the opioid settlement agreements provides our community with a critical opportunity to turn the challenges of this crisis into meaningful action. By investing these funds in programs that support prevention, treatment, and recovery, we can help individuals and families heal and strengthen our neighborhoods. Working in partnership with the United Way of Central West Virginia, which will manage and distribute the grants, and with guidance from the Opioid Community Council, we are committed to ensuring these resources reach the programs and people who can make the greatest difference.

We are grateful for the opportunity to work alongside local partners and community-based organizations to advance solutions that reduce the impact of opioid misuse and provide meaningful support for those affected.

Notice of Funding Opportunity

United Way of Central West Virginia serves as the administrator and fiscal agent for the City of Charleston’s Opioid Settlement Grant process and does not have input over funding decisions.

The opioid epidemic deeply affected individuals, families, and children in the City of Charleston and is designated for services or programs within the Charleston city limits. Guided by the Opioid Community Council and the West Virginia First Memorandum of Understanding, the Opioid Abatement grant process will begin in June 2026.

All applicants must demonstrate evidence-based approaches and proven outcomes in prevention, treatment, and recovery. Please refer to the Guides and Grant Toolkit to support your application and ensure your agency meets eligibility criteria and funding priorities.

Approval

All awarded funding will go through a multi-step application and review process by the Opioid Community Council, as approved by the City Council

Opioid Community Council:

Chief of Staff Matthew Sutton, Dr. Cynthia Persily, Brian Lilly, Dr. Frank Annie, Bill Woodrum, Emily Hanna, Ashley McElwee, Sarah Stone, and Meghan Simpson.

Designated Funded Purposes

Treatment: expand the availability of treatment for individuals affected by substance use disorders and/or addiction.
Prevention: develop, promote and provide evidence-based substance use prevention strategies, to provide substance use avoidance and awareness education, to engage in enforcement to curtail the sale, distribution, promotion or use of opioids and other drugs, to decrease the oversupply of licit and illicit opioids.
Recovery: support recovery from addiction to be performed by qualified providers.

All applications must align with Exhibit A - Approved Uses as designated by the West Virginia First Memorandum of Understanding. Failure to comply will result in an automatic rejection of your application. Please note that this grant does not allow for the inclusion of indirect costs.
